I read this too and it was really interesting and inspiring. It reminded of HOPE in Hawaii (https://www.crimesolutions.gov/ProgramDetails.aspx?ID=49) which Lawrence Sherman and Peter Neyroud have written about (http://www.civitas.org.uk/pdf/TheSwordofDamoclesApril12.pdf). It uses similar ideas of consistency of the judge and regular contact.
It also reminds me of drug courts here, where again there is much more direct, personal contact.
